Regional Office

The Regional Office for Capacity Building (ROCB) is a regional Capacity Building initiative, driven by the efforts and needs of the Members of the six WCO regions:

 

Americas and Caribbean Region

• European Region

• Asia Pacific Region

• North Africa, Near and Middle East Region

• Eastern and Southern African Region

• West and Central Africa Region

 

Modernization of Customs services, depends on the individual Members and full engagement with their governments. The WCO regional structures are there to support the Secretariat and regional Members in mobilizing resources and developing partnerships to deliver the necessary wide range of organizational development services, training and technical assistance activities.

 

ROCBs’ roles and responsibilities

• Plan and co-ordinate Customs Capacity Building activities

• Develop staff to be able to support Members with organizational development

• Support the implementation of international standards for Customs and trade reflected in the WCO instruments

• Establish projects in individual Members of economic regions

• Co-ordinate the activities of the Regional Training Centers

• Develop, promote and maintain partnership with key regional stakeholders

 

The Role of the Vice-Chair

• Promote the fulfillment of the ROCB in the region

• Encourage regional support for the staffing and funding of the ROCB

• Assure the Members in the region that the ROCB is meeting the objectives set for   it

• Contribute to the overall strategy and annual planning process of the ROCB

• Co-ordinate reporting of results and progress in the region to WCO and Members
